Election (during Gubernatorial Primaries)<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Precinct Executives are typically elected during the Democratic Primary in even-numbered &#8220;gubernatorial&#8221; election years. The next such election will be in May 2026.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">To run for election, you must be a registered Democrat and reside in the precinct you wish to represent.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Elected Precinct Executives become members of the County Central Committee, the governing body of the Hamilton County Democratic Party.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">2. Appointment (to fill a vacancy)<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">If a precinct executive position is vacant, the Hamilton County Democratic Party Executive Committee may appoint a qualified individual to fill the unexpired term. This is the most common method to join between primary elections.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">You must be a resident and a registered voter in the precinct where the vacancy exists.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Contact the HCDP directly to inquire about current vacancies and the application process.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\">How to Get Started<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Verify your precinct:&nbsp;Ensure you know your specific voting precinct and check if it currently has a precinct executive. Key responsibilities include:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Registering voters and encouraging civic participation.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Mobilizing Democratic turnout through activities like canvassing, phone banking, and letter writing.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Distributing official HCDP-endorsed slate cards at your polling place on Election Day.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Voting on party leadership and candidate endorsements as a member of the Central Committee.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"has-x-large-font-size wp-block-paragraph\">Detailed Explanation of the PE Position<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Hamilton County Democratic Party<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Precinct Executive Information<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The\u00a0Democratic Party relies heavily on grassroots organizing, and our most valuable assets are people like yourself\u00a0\u201con the ground\u201d promoting Democratic ideas and values. This is a wonderful opportunity to make a difference\u00a0in the future of Democratic Politics in Hamilton County and to provide an invaluable service.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In essence, the Precinct Executive is the local eyes and ears and voice of the Democratic Party at the\u00a0neighborhood level. The various roles of Precinct Executives are described below.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\">Precinct Executive Roles within the Hamilton County Democratic Party<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The governing structure of the Hamilton County Democratic Party is established by state law. The Hamilton\u00a0County Democratic Party follows the statutory option of electing Precinct Executives every two years at the\u00a0even-numbered year primary election. Elected Precinct Executives become members of the County\u00a0<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Democratic Party Central Committee must meet not later than 15 days after the certification of the\u00a0results of the primary election. At that meeting, the elected Precinct Executives elect the officers of the County\u00a0<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Democratic Party for the next two years. They also establish the rules that will govern the Party.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The Precinct Executives from each Cincinnati ward, small city, village, or township, also meet to elect the Chair\u00a0of their Cincinnati ward, small city, village, or township Democratic Party.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Following the initial Central Committee meeting, the Executive Committee, which is established by the rules\u00a0adopted by the Central Committee, may appoint Precinct Executives in vacant precincts. Once the appointment\u00a0process is completed, the appointed Precinct Executives have all of the rights and privileges of an elected official\u00a0<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Precinct Executive. (An elected Precinct Executive must be elected in the precinct where they reside. An\u00a0appointed Precinct Executive may be appointed to any precinct in the County that is vacant, irrespective of\u00a0where they live.)<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Precinct Executives&#8217; Roles in Electing\/Appointing Officials<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Under certain circumstances, Precinct Executives play a role in naming public office holders. For example, if\u00a0an incumbent Democrat in a County Executive Office for any reason leaves office during their term, a Central 2<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Similarly, in statutory municipalities (those without a Charter), if a local office held by a Democrat is vacated\u00a0during his or her term, the Precinct Executives in that community would meet to select a successor.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In the City of Cincinnati, Precinct Executives are also members of the Cincinnati Democratic Committee&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">(CDC). It is the CDC that makes endorsements for the Cincinnati City Council, Cincinnati School Board, and\u00a0city-only ballot initiatives.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In addition to these legal duties, which are established either by state law or by the rules of the Democratic\u00a0Party, Precinct Executives are also expected to be a part of the field operation of the County Party.\u00a0<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\">Goals for Precinct Executives in the Field<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">As a Precinct Executive (PE), you are a leader in your community. Along with the rest of the PE\u2019s in your ward\u00a0and city\/township\/village, your role is to help ensure high Democratic turnout in every election, leading to wins\u00a0for Democrats up and down the ticket.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">To win every election and build a strong local Democratic infrastructure to last between election years,\u00a0together to form neighborhood teams and take on different leadership roles within the team. In this way, we can\u00a0play to our strengths and work together to win.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">To achieve this goal, all Precinct Executives should:<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Be a leader in your neighborhood team (see leadership position descriptions below).<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Coordinate Election Day poll worker coverage for the polling locations in your precinct.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Attend Precinct Executive Trainings.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 During all general elections:<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">o Attend (or lead) at least two Democratic campaign events per month.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">o Meet or speak biweekly with the Ward Chair and Coordinated Campaign organizer in your area.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Team leadership positions:<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Neighborhood Team Leader<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Phone Bank Captain<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Canvass Captain<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Volunteer Recruitment Captain<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Voter Registration Captain<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Data Captain<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Constituencies Captain<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Outlined below are the overall goals for each Precinct Executive in Hamilton County. Please\u00a0keep in mind that these are goals that the neighborhood teams are designed to assist with.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Goals:<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">1) Coordinate with the Ward Chair in your area to determine their needs and goals for your\u00a0precinct and ward.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">2) Introduce yourself to the Democratic voters in your neighborhood; let them know you are:<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Paid for by the Hamilton County Democratic Party, there to answer questions about Democratic candidates or issues. Provide them with any\u00a0literature or information they request, and encourage them to volunteer and contribute.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">3) Register likely Democratic voters in your precinct.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">4) Promote absentee &amp; early voting to likely Democratic voters in your precinct who qualify\u00a0to vote via absentee ballot.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">5) Every election cycle (Primary, General, and Special), contact registered Democrats in your\u00a0neighborhood, inform them who the endorsed Democratic candidates are.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">6) Each general election cycle, contact independent voters and educate them on the endorsed\u00a0Democratic candidates and issues.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">7) For every election cycle, distribute yard signs, bumper stickers, or literature in your\u00a0precinct for endorsed Democratic candidates and issues.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">8) Prior to every Election Day, contact all Democratic voters in your precinct and remind\u00a0them where and when to vote.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">9) For every Election Day, determine where your precinct polling place is and help to\u00a0schedule outside poll workers throughout Election Day.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">10) Convene and\/or attend local gatherings and meetings in your neighborhood,\u00a0including house parties or ward club meetings.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">11) Attend Precinct Executive Training provided by the Hamilton County Democratic Party.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Contacting Voters may be done by:<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Literature Drops<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Canvassing (door knocking)<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Phone Banking<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 E-mail<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\uf0b7 Regular Mail<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Resources for Precinct Executives<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Precincts are usually composed of a few blocks within a neighborhood and are very manageable for a\u00a0Precinct Executive to cover.
